Dear fellow youth leaders:


Warm greetings of solidarity!

A week ago, we witnessed the 2nd State of the Nation Address of Pres. Benigno “Noynoy” Aquino. In his speech, Pres. Aquino presented himself as the harbinger of change. Ever since Pres. Aquino has been put into office, various sectors have challenged his administration to act on their legitimate demands that will effect changes for the people, as the problems of the country go beyond corruption and bad governance.

Now, after Aquino’s 1st year as President and the release of the 2012 planned National Budget showed another round of budget cuts in state colleges and universities (SUCs) and in UP, we pose the questions: Are there changes in government and in society? Do we see a path that will lead to change?

It is in this light that the National Union of Students of the Philippines, College Editors Guild of the Philippines, ANAKBAYAN, League of Filipino Students, Student Christian Movement of the Philippines, and KARATULA, in cooperation with the University Student Council UP Diliman, will be holding an All Leaders Conference (ALC) on August 5, 2011 at the College of Mass Communications Auditorium in UP Diliman.

This activity aims to consolidate the ranks of youth leaders and to form unities regarding the imperative issues faced by the youth and the students.

The All Leaders Conference will start at 2:30pm and will tackle the following agenda:
1. Discussion on the Socio-economic conditions of the country
2. The proposed 2012 National Budget
3. Plans of Action

I.                    Freshman Welcome Assembly
It is still on June 14, 2011, CM Recto Hall. However, the time slot was moved from 10-11:30am to 1-2:30pm

Theme: LOVEnot: Ang Epidemya ng Pagmamahal.

Insert summary of the goal of creating this theme: Paraphrased from the concept proposal made by Committee on Culture and Arts (COCA-CAL) on May 14, 2011.

The title of the Freshmen Welcome Assembly is LOVEnot: Ang Epidemya ng Pagmamahal. The theme is about love and all its essence. The Committee on Culture and Arts- CAL chose LOVE, because we find this as a catching subject which we can associate with our other concerns.
 Pagmamahal which is love in Tagalog may mean 2 things: love and price increase. As CAL students, we have to develop love to all partakers in our development as Artista ng Bayan. But also, as Artista ng Bayan, we must be involved in the issues our nation is endeavoring: the price hikes.
LOVEnot will not only welcome the freshmen to the academic-artistic world, but will also welcome them to the life of an Artista ng Bayan, who is politically knowledgeable and involved.

*Councilor Gabral suggested having a theme and campaign in every projects and activities we will conduct. The essence of LOVEnot will be apparent all through the year as well as promoting Filipino culture and arts.

Performers for the Freshman Welcome Assembly: AME, Asterisk, KontraGapi, Speca
  •          Follow-up AME about their performance by Friday

Freshie Kit: for estimated 180 freshmen. Make the freebies good for 200.

LCF – envelopes from IBM. However, it is only 100pcs.
AME – pins and buttons. Good for 100.
Speca – blue books, flyers & stickers, good for 100.
LF – not yet sure.  Follow-up on Friday.
Picolla – bookmarks, cd and brochures. Good for 100.
DV – flyers, not yet sure for other freebies.
ASS – undecided. Follow-up next week, June 7.
Grail – bookmarks and snacks. Good for 200.
CH – Lollipops
Asterisk– massage equipment (?)

Breakdown of freshmen:

Note: Divide the freshies per department and the organizations under the five departments will handle the block system.
Note: Give the organizations a copy of the breakdown of freshmen. Some organizations are exclusive for a specific course.

DSCTA – Speca (2 courses) 1 handler.
DECL – WC, Grail, LF, AME (4 courses) at least 2 handlers per org.
DEL - DV, LCF, Euro, PI, CH (1 course)  one handler per org.
DAS – ASS, Aste (1 course) one handler per org.

Note: 11:30-1 meet up with the block handlers. The block handlers will handle the communication with the freshies. It is their duty to contact them about the block handling session and the color coding system.
Note: WC want to handle freshies from DFPP and DECL. Follow up.

: Tell the USC at the UWA to remind the freshmen about the block handlers waiting outside the UP Theater and about the CAL block handling session. Also, block handlers should also remind the freshmen that there will be a block handling session after their UWA.
: 11:30-12:45 – block handlers with the freshies. Lunch bonding time/getting to know session.
: 12:45 – sharp at CM Recto Hall.

II.                  Committee on Culture and Arts Project for 1st Sem 11-12 

A. Buwanang Dalaw: Calendar Plotting, CAL Org anniversaries.
-          June – UP LF (exhibit  at FC, June 22)
-          July – CAL SC’s CALmeNATION (Freshmen cultural night): “Magdangal’s Got Talent”
-          August – DFPP, UP UGAT,  UP Speca (10th year anniversary)
-          September – UP Euro, UP LCF anniversary
UP LCF (Sept. 13-17, at CM Recto & Gal 1.)
             Sept 14 – Fair Day,
             Sept  15 -  sponsors’ programs/activities
             Sept. 16 -  quiz bee. They need the CAL SC’s help in promoting this event to the UP Diliman students. UP LCF noted that the event will be conducted in English language and not in French language.
             Sept. 17 – anniversary party
                                 - “Let’s Get PhysiCAL”, CAL Sports Fest
Note: UP LCF suggested to conduct the sports fest in the afternoon because they will have their own event in the morning.
        -      Octpber -  CAL SC CALmeNATION (Sem Ender cultural night): “DILAT-AH!”

2nd Sem 11-12:
-          Nov – UP Picolla Italia (1 month celebration with the embassy, exhibit, and quiz bee )
-          Dec –  UP LCF suggested to have a ‘pay-it-forward’ activity for one day. Councilor Gabral added a one week lantern making activity in commemoration of UP’s Lantern Parade.
-          Jan –
-          Feb – UP AME (1st week), UP DV (3rd week), UP ASS (last week), UP Aste, WC, (National Art’s Month)

Note:  Follow up the following orgs about their anniversary: UP GRAIL, KontraGapi, UP WC,
Note: UP LCF inquired if there’s a payment in acquiring ASKAL and food stall permits. Noted and the SC will inquire about this as soon as possible.
Note: Give them the copy of the FWA Program made by the admin.

*2:38pm CMC Rep Gail Orduna came in and preceded the meeting. The project discussion will continue after Rep Orduna finishes her discussion.
*Around 4:45pm Representative Maan Brillantes preceded the meeting for CALSC ISKULtura project.

B.  CALmeNATION:  Freshmen and Sem Ender cultural night (July and October)
-  CAL orgs should come up a special prize for the freshmen performers. Something fun and funny. The prizes shouldn’t be that serious. Ex. Banana or kangkong, something funny would do. The aim of the cultural night for freshmen is to welcome them into our college, as well as to promote the organizations.
- The CALmeNATION: Magdangal’s Got Talent is exclusively for CAL performers/organizations. The sem ender CALmeNATION is open for non-CAL performers.
- CAL organizations should help promote the cultural night. They are also expected to attend this event.

C.      ISKULtura c/o Representative Maan Brillantes.
-          The organizations should bring a delegate for the school tour at around August-November. This will help promote our college and CAL organizations.

Note: Email the ISKULtura concept proposal to the orgs.
-          If the organizations have sponsorship contacts, please forward it to the CAL SC.

III.                Code of Student Conduct c/o CMC Rep Gail Orduna

*Around 4:30pm CMC Rep Gail Orduna finished discussing CSC.
*The discussion about the CAL SC Committee on Culture and Arts projects resumed.  Councilor Eds Gabral preceded the meeting.

Note: give the orgs copies of the powerpoint  used by CMC Rep Orduna. Position papers of organizations is due on June 4.

Note: ALC, June 4, 2011 at the Kalayaan Residence Hall. 8-5:00pm. CAL Orgs are encouraged to attend this meeting. Bring position papers as well. Organizations are not mandated to attend the meeting from 8am to 5pm, but encouraged to present their position paper anytime.

IV.                Other Matters
UP LCF asked if it is possible to put tables outside CM Recto Hall for the French Baker food stall at the Freshman Welcome Assembly:
o   It may be allowed but it will be difficult for the org if the foods are exclusively for DEL students only. Distribute the food during the block handling session instead.

UP LCF – there will be a French film fest on June 9-19, EDSA Shangri-la Plaza mall, 6pm.
UP AME – on November there will be a 11th fair of their org at the World Trade Center. Tentatively on November 12, 2011. Tickets ‘price is tentatively around 120php. The event will be from 1-9pm. 
-          For those CAL organizations who need help of the CAL SC please pass your concept proposals to their respective Department Representatives and to CAL SC email (calsc1112yahoo.com)
